Your lead service line inventory, checked before November 2027.
Drop your service line spreadsheet. Linewarden classifies every line with EPA's rules, flags what your State will question and writes the customer letters. Nothing is uploaded.
Drop the spreadsheet you keep your service lines in: EPA's template or any export from billing, GIS or work orders. Linewarden classifies every line with EPA's split-ownership rules, flags the rows your State will question, counts your replacement pool and the 10% pace, and writes the customer letters and the public inventory. Your customer data never leaves your computer.

Why now
One year to a baseline inventory that includes connectors, a replacement plan and a letter to every affected address.
The Lead and Copper Rule Improvements require every community and non-transient non-community water system to submit a baseline inventory of all service lines and connectors and a service line replacement plan by 1 November 2027, to notify every customer served by a lead, galvanized requiring replacement or lead status unknown line within 30 days, and to replace lead and GRR lines at an average of at least 10% a year.
LCRR initial inventory due: the spreadsheet most systems now keep.
EPA publishes the LCRI (89 FR 86418); in effect since 30 Dec 2024.
Baseline inventory with connectors, replacement plan, public inventory.
Letters to every lead, GRR and unknown address; again after each annual update.
10% a year on average, assessed after program year 3; all replaced by 1 Nov 2037.

How it works
Three steps. No upload, no install, no project.
Drop your inventory
EPA's Service Line Inventory Template is read by position. Any other CSV or Excel export, from billing, GIS or work orders, is matched by column name and you confirm the columns. Add last year's file to get the annual update.
Set your system
Name, PWSID, number of connections, who owns which part of the line and your lead ban year. Optionally let installation dates after the ban, or diameters over 2 inches, rule out lead where your State accepts those methods.
Fix, file and mail
Fix the rows marked Fix, review the ones marked Check, then download the workbook in EPA's Detailed Inventory columns, the public inventory page, the letters and mailing list, and the replacement numbers for your plan. If your State has its own workbook, copy the columns across (the exception list points to rows in your own file), or send us the form and we add the layout.
What it checks
The rules that are easy to get wrong in a spreadsheet, applied to every line.
- Entire-line classification: system and customer sides combined with EPA's split-ownership table: any lead portion makes the line Lead; galvanized after a line that is or may have been lead is GRR; unknown plus non-lead stays Unknown.
- Galvanized requiring replacement: a galvanized customer side counts as GRR unless your records show the system side was never lead. Linewarden says which lines are GRR only because that evidence is missing.
- Connectors: lead goosenecks and pigtails are new in the LCRI baseline. Every line gets Lead, Non-Lead, Unknown or No connector present, and the unknowns are counted.
- Evidence: non-lead without a recorded basis or verification, field verification without a method or date, and a "lead ban" basis on a line installed before the ban.
- Data that will be questioned: no address or location, duplicate IDs, materials it cannot read, "PB" (lead or polybutylene?), and replacement dates on lines still recorded as lead.
- Unknowns you can resolve: unknown lines installed after your ban year or wider than 2 inches, listed as candidates for the methods your State accepts.
- Replacement pool and pace: the pool from the baseline, at least 10% a year, the 39-per-1,000-connections test for a deferred deadline, and the program years to 2037.
- What it cannot know: what is in the ground. Classifications are only as good as your records; Linewarden shows where they are weak.
What you get
Real output from the made-up Example Valley sample.
1,761 service lines: 229 lead, 176 galvanized requiring replacement, 284 lead status unknown, 1,072 non-lead; 196 lead connectors; a replacement pool of 689 (at least 69 a year); 18 rows to fix. Against last year's file: 25 replaced and a pool change of -34. Computed by the same engine the app uses.

FAQ
Questions operators and engineers ask
Is Linewarden approved by EPA or our State?
No. It applies the published rule text and EPA's own template logic to the data you give it, and it reproduces the classification of all 8 worked examples in EPA's template. Your State reviews your inventory and plan; some States have their own forms. Linewarden gives you EPA's columns and plain CSVs to fill them.
Is our customer data uploaded anywhere?
No. Your file is read by your browser and processed by JavaScript in the tab. To confirm: open the app, let it load, switch off your network, run your file and download the results. The Network tab of your browser's developer tools shows no request carrying your data. Our server only sees page requests and, when you buy, the Paddle transaction ID and checkout email used to issue the key.
Which files can it read?
EPA's Service Line Inventory Template (.xlsx, sheet "Detailed Inventory"), and any CSV or .xlsx with one row per service line: billing, GIS or asset exports. Columns are matched by name and you can change any match. Up to about 80 MB per file; a 50,000-line inventory runs in seconds.
Our State uses its own template.
The workbook keeps EPA's Detailed Inventory columns, which most State templates follow, and the exception list points to the row in your own file. Copy the columns into your State's form, or send us the form: State layouts are added to the license as updates.
How does it decide GRR?
Galvanized pipe is GRR when it is or ever was downstream of a lead line, or is downstream of a line of unknown material (40 CFR 141.2). So a galvanized customer side is GRR unless the system side is known non-lead and your file says it was never lead. Linewarden marks every GRR that rests only on missing evidence, so you know where a record would change the count.
Are the letters ready to mail?
They contain the elements of 141.85(e)(3), with the health-effects paragraph of 141.85(a)(1)(ii) word for word, and your contacts, plan link and health department filled in. Read one of each before you mail: you may want to add your replacement program details, and some States review notice templates or require other languages.
Can our engineer or contract operator use it for several systems?
Yes. The Consultant license covers any number of client systems, and each run produces its own file set named by PWSID.
Our purchasing office needs paperwork.
Paddle.com is the merchant of record: you get a proper invoice and receipt and can pay by card, including a purchasing card. Paying by purchase order? Email the PO and we send a Paddle invoice, net 30, by bank transfer or card. The procurement page has the seller details, Paddle's W-9, a quote PDF and a sole-source letter. For a security questionnaire or vendor registration, email support@atesensoftware.com; we reply within one business day. The security note covers data flow and checksums.
What if it does not work for our file?
Run your own file first: the free check shows every count and the first 25 lines. If you buy and it still does not work for you, ask within 14 days for a full refund.
